Should I get a 72' or a 74'? Or should I get her a cheaper one that fits her now and buy her a nicer one for winter?

Anyway... to your question:
2 year old WILL grow. 74" should be ok unless she either hits an extreme growth spurt or just doesn't grow at all. The first may very well happen, the second unlikely.
I'd go with the 74" If you are still unsure, getting the cheap and getting better later when she stops growing is a very viable option.
